Bangladesh Case: Contractors’ e-Enlistment Goes Online!
A LGED initiative
In LGED, arrangements have been made to complete the tenderers’ enlistment process online. LGED (Local Government Engineering Department) is the first in Bangladesh to take this step, which is a significant digital advancement in the government procurement system.
In accordance with Rule 52 of the Public Procurement Rules 2008, the contractor registration process is completed every year at the field level of the Local Government Engineering Department. For this registration, the contractors had to come to the LGED office, collect the form, fill it, submit the invoice, and then go back to the LGED office and submit the filled form and invoice.
In this era of online, this manual submission process is a bit inconsistent.
In this circumstance, the Electronic Enlistment System (EES) has been launched by the Local Government Engineering Department (LGED) to simplify, increase transparency, and expedite the process of enlistment and renewal of tenderers under the Limited Tender Method (LTM).
A circular in this regard was issued on July 13, 2025. Consequently, EES was inaugurated on July 16, 2025.

Through this initiative, suppliers and contractors wishing to participate in the tendering process can now register themselves online.
Objectives of EES Launching
The Electronic Enlistment System (EES) is an online platform through which the enlistment and renewal process for tenderers can be completed digitally. The main objectives of this method are:
- To simplify and make the application process transparent.
- To introduce an automated online method instead of the manual process.
- To save time and effort for applicants and authorities.
- To ensure greater transparency in official activities and prevent irregularities.
- To reduce direct communication between the government and applicants.
- To facilitate the participation of new and local contractors
Application Procedures
For enlistment or renewal through EES, tenderers must visit www.mygov.bd website and apply using the ‘Citizen Login’ option.
For enlistment through EES, applicants must apply under the service named “LGED Tenderer’s Enlistment Application”. In the case of new enlistments, it is mandatory to use the “Standard Application Form for Enlistment (SAFE-B)”.
When submitting the online application, the original copy of the pay-order/bank draft must be scanned and uploaded. The original copy must be submitted to the office later.
Application Fee
The prescribed fees for enlistment and renewal through EES are as follows:
- For new enlistment: 5,000 Taka.
- For renewal of enlistment: 2,000 Taka.
This fee must be submitted via pay-order/bank draft.

The team conducted a general analysis to determine the anticipated outcomes of the program prior to starting the EES. Below is a summary:

According to the circular, from the upcoming fiscal year (2026-27), all enlistment and renewal processes of LGED will be completed entirely online
Conclusion
With the launch of EES, LGED’s tenderer enlistment and renewal process will undergo a far-reaching digital transformation, making the tendering process more efficient, transparent, and public-friendly. LGED’s initiative will also set an exemplary precedent for other organizations.
The successful implementation of EES is not just an example of introducing a technology, it is the beginning of a structural reform. With the tireless efforts of some energetic, hardworking, and committed people, the concept of Electronic Enlistment System has become a reality in just five months (February 17, 2025 to July 16, 2025).
