New Project Launched for Procurement Reforms in BD

A new five-year project has been launched to completely digitize the government procurement system and bring about further reforms. This project, titled “Procurement Modernisation to Improve Public Service Delivery (PMIPSD)”, will be implemented from July 2025 to June 2030.

Project Goals and Objectives: The main objective of this project is to establish the e-Government Procurement (e-GP) platform as the sole system for all procurement activities in the country. This will ensure transparency, efficiency, and accountability. Additionally, it aims to utilize advanced technology and enhance capacity.

Other objectives include:

• To enhance the functionality of e-GP by upgrading BPPA’s data center hardware and software, and to create a sustainable operation and future maintenance plan.
• To develop a secure, real-time, and modern data analytics capability using emerging technologies such as Open Contracting Data Standards (OCDS), Artificial Intelligence (AI), and Machine Learning.
• To develop capacity building strategies for procurement stakeholders at all levels, including contract management, which will improve the management of the government procurement process.
• To create new standards for commonly used goods, increase the need-based usability of existing Standard Tender Documents (STDs), and determine emergency government procurement procedures during natural disasters or health crises.
• To develop and implement a five-year prospective action plan to transform BPPA into a fully functional authority.

Project Cost and Financing:

• The estimated cost of this project is BDT 551.97 crore.
• Of this, BDT 432.90 crore will come as a project loan from the World Bank.
• The remaining BDT 119.07 crore will be financed by the government itself.

The project will be implemented by the Implementation Monitoring and Evaluation Department (IMED). The Bangladesh Public Procurement Authority (BPPA) will serve as the implementing agency for this project.

This initiative has been taken as a continuation of the Digitizing Implementation Monitoring and Public Procurement Project (DIMAP), which has been successfully implemented since 2017.
